Ok so for the past week I’ve created a government system that I believe is a better government system than our current one a heads up I’m completely open to discussions on anything you guys may think would be more than what is presented below. Lastly, each of the states with is referred to as Kingdoms as the Emperor/Empress is the Emperor/Empress of The United Kingdoms of America (UKA) and the King/Queen of each Kingdom (State) in the union. (If you guys have a better name please feel free to discuss it in the comments)
THE FEDERAL GOVERNMENT :
The Federal government has 3 branches:
The Imperial Congress, The Sovereign, and The Imperial Supreme Court.
THE IMPERIAL CONGRESS will still be divided into two houses, The Senate and the House of Representatives.
(NOTE: The number of representatives and senators will be wrong because I included Puerto Rico with the intent that the region will have risen to state status in the 2nd constitution)
THE HOUSE OF REPRESENTATIVES will still have most of its constitutional powers but the number of representatives will be doubled from 435 to 880 + 1 (Speaker of the House of Representatives) meaning that each representative will be representing 15,000 citizens instead of the ￼original 30,000 set in the first constitution. All members in the house will be elected directly by the citizens from the representative's congressional district.
THE SENATE will still have most of there constitutional powers but the number of senators from each kingdom will be 3 instead of 2, and there will be 10 ￼hereditary seats for the next ten heirs to the imperial throne, the 1st senator will be elected by the people in the kingdom, the 2nd will be appointed by the Governor-General if the kingdom, and the 3rd senate will be appointed by the kingdoms most honorable (Grand Duke of the kingdoms Senate) meaning the number of senators will increase from 100 to 163 + 1 (Lord-President of the Senate) if there is a tie the Emperor/Empress will be the tiebreaker meaning he/her will veto the bill of pass it into law. The Senate will no longer have the power to confirm the Emperor’s/Empresses appointed ministers and judges but will be able to still express opinions on them, the Emperor/Empress will be expected to consider the senate's opinions when making appointments.
THE SOVEREIGN will which is the Executive branch equivalent will have the same constitutional powers as before the only difference is instead of a president that is elected every 4 years there is a monarch more specifically an Emperor/Empress. The Sovereign will have similar “departments” which will be named ministries. Last the Emperor/Empress will have an advisory council that would consist of a group of 9 elected “Chancellors” this will allow some type of representation in the executive branch of the government but as for the chancellors, their roles other than being advisors are still unclear to me as of yet. These chancellors will be elected in 9 regions called “Chancellorates”. The heir to the throne will become an equivalent of a Vice President taking the duties and responsibilities of the VP including being Lord-President of the Senate.
THE IMPERIAL SUPREME COURT is largely the same the only thing is that the Justices won’t be appointed for political reasons. And the appointment ￼process will be much faster.
All the kingdom's governments will have 3 branches of government:
The Royal Assembly, The Governor-General, and The Royal Supreme Court.
THE ROYAL ASSEMBLY of each kingdom will also have a Senate and a House of Representatives.
THE HOUSE OF REPRESENTATIVES will be fully elected by a majority voting system and will still have all state constitutional power.
THE SENATE will be a fully appointed house by the Governor-General each senator will be a Duke/Duchess of a duchy which will replace the state senate districts but not every duke will be a senator, but every senator will be a duke, it will depend on the honorable thing the person has done and what the Governor-General thinks is an appropriate reward.
THE GOVERNOR-GENERAL is appointed directly by the Emperor/Empress with vetting from the Imperial Senate and the kingdom’s Royal Senate but neither has the power to confirm the appointment. The Governor-General office will have Royal ministries according to the kingdom’s needs and will also just like on the federal level elected chancellors as advisors to the Governor-General as well as representation in the Executive branch of the Kingdom's government.
THE ROYAL SUPREME COURT will continue to do its duties as follows to make sure no one steps out of line.
I have split the local governments into 3 parts Duchies, Municipalities, and counties.
THE DUCHIES government will have 2 branches the Assembly of Counts and the Duke/Duchess office.
THE ASSEMBLY OF COUNTS is a one-chamber parliament-style legislative assembly of the counts, local nobles, city mayors, and or council members. Just like on the kingdom level, not every count will be apart of the AoC it will be determined by the Duke/Duchess.
THE DUKE/DUCHESS OFFICE will have a Duke/Duchess appointed by the Governor-General as a noble title, estate, and rights to govern. There will be duchy wide ministries that will be appointed but the Duke/duchess the AoC can do vetting but does not have the power to approve or confirm an appointment the Duke has the power to veto any law the AoC voted on at any time as long as it’s not against the Royal and Imperial constitution. Lastly, there will be an elected chancellor as an advisor to the Duke/Duchess as representation in the Duke/Duchess' office.
THE MUNICIPALITIES will be independently governed on the same level as counties so any law or regulations the city government make won’t negatively affect the more rural counties surrounding the city and ￼￼viscera.
THE COUNTIES will only have one branch and that is the Count/Countess office but almost every move the count makes has to be voted on directly by the people almost acting as a direct democracy, there will be local ministries according to the county needs that is appointed by the Count/Countess. Last, the people can make referendums to the Count/Countess or make laws as they see fit but these laws made by the people can be vetoed at any time but the Count/Countess if he/she doesn’t like it.
Thank y’all for reading this all the way through I must say I do think this is better than our current system but I know there are still a lot of flaw in this as well and there is plenty of opportunities for tyranny but if any of y’all have any suggestions or think something should be take away or add I’m open to discussing it with you guys.
