I think the the Heir to the Throne should be titled HRH Prince/Princess of Washington. I've always liked the idea, being that the government is based in Washington DC. It would be weird to me to title them the Prince/Princess of the District of Colombia.

You could have their address simply be "His/Her Imperial Majesty the Prince/Princess of Colombia, and all the American Realms."
